Banks' Spend-to-Save Programs Worthwhile?

This CNN article discusses a trend of banks offering what it calls spend-to-save credit or debit cards to help customers save. It descibes programs at three banks. I've mentioned these in previous posts. They include:
The article raises the question if these programs will help people to save. A good point is made by this quote from the article:
In my opinion, if you're careful with your spending, these programs can be profitable. I'm eagerly waiting to see what cash back rate EmigrantDirect will be offering. I hope it's at least 2%.

- American Express's Saving Accelerator Plan
- EmigrantDirect's soon-to-be credit card with the nation's highest cash-back rebate
