Here's the link to the promotion. This promotion is not being offered from Citi's special offers page. I learned about it from this Fatwallet thread so I don't know if it is available to everyone. Based on the thread comments it seems like applying using the link and/or the promotion code CD3J will get you the bonus. Citibank seems to have offered similar promotions for many months. This current promotion is good through the end of November.

Be sure to read the fine print at the bottom of the promotion page. The Citibank EZ Checking package has fees if you're not careful.

I also noticed in Citi's special offers page that they're offering a 9-month certificate of deposit with 4.00% APY and $500 minimum deposit. It might be easy to open if you already have their checking account.
