I just received a reply from the bank. Unfortunately, they do not open accounts for out-of-state people.

Really enjoy your blog! You had described a bank paying 6.6% for 5 yr IRA's over $40,000 a few weeks ago. But I haven't been able to find the reference to it again. Can you help me find this bank? Thanks.
