Alpha Bank and Trust is offering 6.00% APY on its 6-month and 12-month certificates of deposit (rate sheet in pdf). Other terms also have competitive rates such as the 5.25% APY 3-month CD and the 24-month to 60-month CDs with an APY of 5.75%. All have minimum deposit requirement of $1K.

Alpha Bank and Trust is a one-branch bank located in Alpharetta, Georgia which is in the northeast suburbs of Atlanta. Based on an email reply from the bank, you can open accounts by mail. You must have a copy of your ID that has been notarized and they want information from your local bank for verification. I'm not sure exactly what information they want.
