4.15% 7-Month CD at AmericanWest Bank in WA, ID and UT

AmericanWest Bank is offering a special 4.15% APY 7-month CD, and the bank continues to offer a 4% APY 5-month CD. Both have a $1,000 minimum deposit. The 7-month CD is also available in an IRA.
When I called the bank before my last post, I was told that to open a new account you have to live near their market area which is in Washington State, Idaho and Utah.
AmericanWest Bank's financial ratings for soundness are weak: 2 stars (problematic) at BauerFinancial and 1 star (lowest) at Bankrate.com. Both ratings are based on 6/30/08 data. The bank has been FDIC insured since 1977 (FDIC Certificate # 22441).
