4.75% 13-Month CD at Haven Trust Bank in Georgia

Haven Trust Bank is offering a special 4.75% APY 13-month CD. The minimum deposit is $500. This special CD is listed in the flash banner image on the main page.
Based on a reader's report from my last post on this bank, CDs are only available to Georgia residents. Please contact the bank for the latest information. Branches are located in Duluth and Decatur, Georgia which are in the suburbs of Atlanta. Note, this bank was originally called Horizon Bank until December of 2005.
The bank's financial ratings for soundness are weak: 1 star (troubled) at BauerFinancial and 1 star (lowest) at Bankrate.com. Both are based on 6/30/08 data. Haven Trust Bank has been FDIC insured since 2000 (Certificate # 35379).
Edit 10:00pm: Replaced the 4.50% 12-mo CD with the special 4.75% 13-mo CD.

Today (10/22/2008) their main page flash animation shows 4.75% 13-month CD.
Their Personal Banking/Savings page shows $500 minimum and "Medical Clause allows accessibility while avoiding early withdrawal penalty". Not many other details on their webpage.

Now shows 4.10% for a 12-month CD.
