Highlands Bank is offering a special 3.00% APY 2-year CD with an add-on feature. Minimum deposit is $500. The CD allows you to add funds up to twice each month with a minimum deposit of $75. Maximum additional funds may not exceed $500,000. It's also available in an IRA. This special doesn't seem to be listed at the bank's website. It was advertised in last Thursday's (3/05/09) Dallas Morning News. The ad is available online here. I just called this morning (3/09/09), and I was told it's still available. The CSR wasn't sure how long it'll continue. The early withdrawal penalty can be up to 1 year.
A branch visit is required. The bank's Opening an Account Page has forms which you can fill out and bring into a branch to speed up the process. Branches are located in Dallas. There are also two other branches in the Texas cities of Jacksboro and Runaway Bay which operate under the name First National Bank. The Highlands Bank is actually FDIC insured under The First National Bank of Jacksboro (FDIC Certificate # 3274).
The bank has fair ratings for safety and soundness: 3 stars (adequate) at BauerFinancial and 3 stars (performing) at Bankrate.com. These ratings are based on 9/30/08 financial data.
