Hillcrest Bank is offering a special 2.30% APY 16-month CD. Minimum deposit is $5,000. This special is listed in the bank's CD page as of 8/19/09.
There's an online application link on the right column of the rate tables. I called the bank yesterday, and according to the CSR, people in any state can apply using this online application. I wasn't able to get many details from the CSR. She said that after you submit the online application, you'll be contacted by the bank with detailed instructions about how to complete the application process. According to the CSR, the CD rate won't lock until they receive the funds.
Branches are located in Kansas, Missouri, Colorado and Texas. You can also open this special CD at one of their branches. However, you may not get the above rate. I contacted one of the branches in Texas, and according to the service rep, a lower rate of 2.00% APY is only available in Texas. The 2.30% APY only applies to the Kansas City metro area.
Hillcrest Bank's ratings for safety and soundness are a little weak: 2 stars (problematic) at BauerFinancial and 2 stars (below peer group) at Bankrate.com. Both ratings are based on 3/31/09 financial data. The bank has been a FDIC member since 1975 (FDIC Certificate # 22173).
