Cecil Bank is offering a special 2.40% APY CD. It also has other competitive CD rates including a 2.00% APY 9-month CD and a 2.50% APY 24-month CD. Minimum deposit is $500. There's also a competitive checking account which pays 2.00% APY. Direct deposit and eStatements are required, but I don't see any debit card usage requirement. There's a $9 monthly fee for balances under $300. These rates are listed in the bank's rates page as of 8/14/09.
Update 8/20/09: A reader reported that there's an additional CD promotion that offers a 2.60% APY for a 12-month term (or shorter). This requires a checking account with an opening deposit of $100. Direct deposit is not required, and you don't have to buy checks (they give your starter checks). This promotion is not listed on the website.
It appears that a branch visit is required to open accounts. Branches are located in the Maryland cities of Elkton, North East, Cecilton, Aberdeen, Conowingo, Havre de Grace and Rising Sun.
The bank's ratings for safety and soundness are mixed: 3½ stars at BauerFinancial and 2 stars (below peer group) at Bankrate.com. Both ratings are based on 3/31/09 financial data. The bank has been a FDIC member since 1959 (FDIC Certificate # 31121).

I opened yesterday for the 2.60% with $100 in checking so it is still active. I opened in person. It was very easy.
