I'm formerly from the land of Hurricanes so we always had to have cash on hand available to be "on the run" from the storms.  When we returned months later after Katrina, I was so angry to find out many banks weren't open due to damage and those who did not think ahead to withdraw enough good ole cash were in a bind.  I wasn't one of them thank goodness!   We've moved now to another state not sitting below sea water but I still like to be ready for "whatever".
