One well-known way to avoid an ATM fee is to use your debit card at a store and ask for cash back. A similar transaction can also be done at any bank, and it can be useful if you need to withdraw a large amount of cash from your online bank (that's over the daily ATM withdrawal limit). According to this Finance Buff blog post:
You walk into a bank, any bank or credit union; you don’t need an account there. You tell the teller: “I’d like to take a cash advance against my Visa card.” (or MasterCard, if your debit card is a MasterCard)
