One of the most insidious developments in the economic crisis has been the low-interest-rate environment. Short-term interest rates have been stuck near 0 percent for four years, while long-term interest rates have declined to historically low levels.

"The monetary policy of the Federal Reserve is "keeping" them low".  The more important reason is "why" when they have seen it is not doing what they had hoped it would do.  The answer is that they did not think or reason out their actions before implementing them and now we all are in a financial stew!   No wonder Bernanke is running for the exit door!
