It would never pass in the house but I am with you 100%.
Bank deposits should not be used for arbitrage or any other speculative transaction. It should stay on the banking side of an institution.

If the banks are going to need more capital, could this possibly mean they would actually need our deposits and maybe give us a bit higher interest rate to get the money? Doesn't sound like Yellen is eager to give it to them at zero interest rates.
