reported on how U.K. government hurt savers when they withdrew the index-linked National Savings Certificates
. These certificates appear similar to our Series I Savings Bonds in the U.S. At least the head of that program was upfront on the reason they withdrew the certificates: it attracted too much money. The U.S. Treasury hasn't been that transparent in their decisions on setting the fixed rates on I Bonds.
