Starting next month, Citizens, the second-largest retail bank in New England, said it will charge $4.99 a month for its popular Personal Green checking account unless customers maintain a minimum balance of $1,500, or make at least five payment transactions each month. Update
Other new or increased fees include a $2 charge for a paper statement.
