I opened the checking account over the phone with the personal banker, then via US mail submitted proof of ID, and check to fund the CD.    YMMV

So sorry to hear that apparently they are now requiring a personal visit - perhaps they have had a lot of interest in these.   Try asking for a Personal Banker and you may get a different answer.  Either that, or call one of their branches directly.
