Durbin Amendment & Bank Of America's New Fees: Good For Small Banks?

Will the Durbin Amendment that caps the debit card interchange fees of large banks be good for small banks and credit unions which are exempt from this cap? Senator **** Durbin thinks it will. This CNNMoney.com article has some of his quotes:
"If Bank of America wants to nail their customers with a monthly fee, I want their customers to make the conscious decision to go elsewhere where they are better treated,"
...
"This is an opportunity for banks and credit unions to win some customers over," ... "That is not only good business sense, but common sense."
