Did you mean "Simple Savings," the in-branch savings account, or "InterestPlus Savings," the direct banking division's savings account? 0.65% is the currrent rate of the latter, while 0.50% is the current rate (at least in the NY/NJ market) of the in-branch Simple Savings account. Capital One's most recent rate drops have already been reported in this forum, but I agree with your comments about how frequently its rates have been falling lately. I still think that it is probably the most depositor friendly of the "big" national banks, though. For example, even at 0.50%, the Simple Savings interest rate is about 5x higher or more than the rates offered for comparable accounts at other national banks, such as PNC, Chase, Wells Fargo, Citi, BofA, etc.
