Best Low-Risk College Savings Plan

Back in 2008 and early 2009 many 529 plans experienced double-digit losses even though their investments were suppose to be conservative. As I mentioned earlier this month, new legislation is being considered to make it easier for states to offer FDIC-insured CDs and savings accounts in their 529 plans. In Kiplinger's recent article on top college savings plans, a top plan for low risk is the Michigan Education Savings Program which guarantees principal with no annual fee.
