ING Direct Cuts Rates - Second Time in February

Orange Savings Account rate fell from 1.20% to 1.15% APY. Electric Orange's top rate fell from 1.40% to 1.35% APY ($100K balance). The second tier also fell by 5 basis points. 12-Month CD rate fell from 1.50% to 1.25% APY.
