New CD Gift Program at iGOBanking.com

It's actually a seperate iGObanking site called GiftsforBanking.com. It's actually pretty unique with the gift sizes matching the dollar amount you put into your CD. Add to that the protection of a well established bank and it makes for a really good fit!

To #1, what's your point?

The interest rates have been lowered so that you actually pay yourself for for the gift and on top of that, you get inflated 1099. I would settle for higher rates than a gift.
