Switching from CDs to Municipal Bonds?

According to Dr. Don in his Bankrate.com article, savers should think twice before buying municipal bonds. He recommends to the reader asking about making the switch from CDs to munis that "at a minimum you would want to review the investment policy and holdings of the mutual fund, or the credit quality of your municipals."
