UFB Direct Cuts Rate on US Savings Account - Is UFB Direct Keeping Its Guarantee?

The rate has fallen to 1.55% APY (was 1.60%). Are they keeping their promise of staying within the top 10% of competitive accounts as tracked on Bankrate.com National Index? Bankrate.com currently lists 55 savings accounts, and there are 4 with rates above 1.55% APY. So UFB Direct appears to have just barely kept to its guarantee.
