Update on Citi's 4.07% 18-Month Secured MasterCard CD

As part of Citi Secured MasterCard, you have to open an 18-month CD. For some reason, Citi has kept this CD rate at 4.07% APY. Citi had limited the CD deposit to $25K which wasn't too bad, but this has recently fallen to $5K according to Citi's website. It looks like Citi finally caught on to this deal.
