TotalBank is offering a CD special with an APY of 4.30% for terms of 7, 11 and 13 months. Minimum deposit is $1,000. The special is listed on the bank's website as of 11/26/08. The special CD is good for personal, business accounts and IRA's.

It appears a branch visit is required to open accounts. Branches are located throughout Miami-Dade County.

TotalBank has some decent financial ratings for soundness: 3 stars (performing) at Bankrate.com and 3.5 stars (good) at BauerFinancial. These ratings are based on 6/30/08 data. TotalBank is part of the bank holding company Banco Popular Espanol, S.A. However, the bank is separate from Banco Popular in terms of FDIC deposit insurance. TotalBank has its own FDIC charter (Certificate # 21468).
