The best place to retire is wherever you are with those you love.  Someone else's opinion in an article is just that.  "Their" opinion.  What someone else is looking for may mean nothing to  another person.  So how can an author of a magazine article or anyone else decide what is the "best" and/or "worst" place for someone else to retire?  Many retirees will put up with a lot of "negatives" about an area if it means they can be close to their loved ones.  Being lonely is never a "positive".
