Lending to creditworthy people and small businesses in troubled communities can stimulate economic activity that can generate local tax revenues, he noted.

As soon as banks do this and the loans are not repaid, look for the FDIC to take them over and hand them to the mega banks, to make them even bigger than they are today. Will Bernanke try to stop the FDIC, because they were only following his advice.
