DCU probably belongs on your list, based upon its 1.36% APY jumbo ($25K or more) 1 year CD, with unlimited add-ons of $100 or more, provided you have checking with them, which is free, I believe.  I live in California, and had no problem opening an account with DCU, although this was a while ago.  The early withdrawal penaly is generally 3 months of interest on any amount withdrawn prior to maturity.  Other DCU CD rates are also quite competitive.
