One cannot open an account unless one "regularly works, lives or worships in the Imperial Valley." No affinity  groups or other means of qualification are allowed.

On any browser, indicator keeps circling as cannot connect with server. Thus ZERO serviceability, folks.  I was in banking for years and we never had that problem, even when the chinese were trying to hack in.
