I called ING Direct, and it appears that anyone with an Orange Savings account can qualify. The CSR said you may see a link to this promo if you log in. You may also be able to sign up for this promo by phone.
If you don't have an ING Direct account, you can get a $25 refer-a-friend bonus for an Orange Savings Account. This requires a minimum initial deposit of $250. Just send me an email asking for the ING savings account referral with your first and last name. I'll submit your info, and ING Direct will send you an email with a link to sign up. The email will provide the instructions.
ING Direct also offers online CDs. Like the savings account, the CDs don't have the best rates. But also like the savings account, there are no minimum deposit requirements, and they're very easy to open and manage online (see post).

Ahhh, now THIS is a bonus - unlike the recent HSBC posting where you have to keep $15,000 in for 180 days just to get $100, this ING one you can keep very little in. If you put in less than $100 and then get $25 as a bonus two months later, that's quite good return. When they say signature transactions, I'm assuming that transactions under $25 where you actually don't have to sign the charge slip are qualified. Any thoughts on this?

According to ING's website, there is a hard pull when you open this count, due to their overdraft protection. You might want to mention that in your post.

I've had my ING Direct account for a couple of years now and the experience has been great. They even offer a bonus for new customers. When you open an account for at least $250 (only by using the referral), you will receive a $25 bonus from ING.
