The general (non-online banking) website includes broken links and other issues. As a web developer I find this indicative of a bank that does not place web maintenance as a high priority. The actual online banking website does not appear to suffer from the same lack of maintenance but is far from being cutting edge in the world of online banking.
Neither the public website nor the online website seem to provide any current rate information for savings, checking, CD rates or even loans. Let me emphasize the word 'any'. The sites do not include rate information at all. I might normally complain if the rate information wasn't updated more than once a month. In this case they do not even bother to list their rates. Thus it is not possible to easily identify if their rates are competitive or not.
So far their online bill payment system has proven to be reliable. Payments have not gone astray, which is not something I can say for other instititutions I have worked, with even those that are a lot more modern than this system. The user interface is not terribly intuitive, not modern, but it is usable functional.
If functional is what you are looking for and technology and websites don't regularly confuse you, this might be a good fit. Paper statements are very reliable.
