Which Banks Allow Credit Card Funding And Counted As Purchase Not Cash Advance?

I know PNC allows using chase credit card for initial funding for new checking account.It is counted as purchase.

Which banks else?

I am not sure but I do not think it is PNC that made the decision if the transaction was a purchase or a cash advance. It, I belielve, is the bank or credit union that sent the charge to PNC and how they coded the transaction is what determined it.

Numerous banks; but this information is closely guarded.

Further, Citi always codes it as cash advance with fees.
