how do I cash a cd my mom had but forgot to put a beneficiary on it before she past in feb. this year?

The state she lived in has laws that take care of people who have no wills, It will go through 
probate. Take a death certificate and go to your county building and they will guide you on what and how things have to go forward.

Wait a second -- the post says there's no beneficiary on the CD. It doesn't say that the CD owner died without a will. If there's a will, the executor deals with probate property. If there's no will, in most states an administrator needs to be appointed to deal with probate property.

there is a will and it appoints my step sister and i as executors . the cd is from washington federal and my mom lived in nevada, i live in arkansas and my step sister lives in no. caralina.washington fed will not help at allwill not even say how much the cd is valued at.

A family member or legal representative needs to contact the bank as soon as possible about the account holder's death. The bank also needs a copy of the official death certificate, which you can send in person or by fax. The bank will keep a copy of the certificate on file in case beneficiaries come calling for the funds. The beneficiary needs to show the bank a filed Letter of Appointment for the executor of the estate, or an Affidavit of Distribution of Property. They can ask the bank for the inheritance or to close the account, but the bank won't budge without seeing one of those official papers. Once all the funds are gone, the account is officially closed.

the bank mas been given a death certificate and a copy of the will and still will not do anything

A will cannot be processed without going through probate. You need to go to the county building. They will guide you.
