managed to win for the third consecutive year 2016 , supported by the US Treasury Department In the form of a grant for $ 3.7 million to help open new savings accounts to citizens of other nations , offering very competitive rates subsidized . ( 2014 / 3.1M , 2015 / 4.6M ) and thus get put money in the US. Is this legal and not a scam?

Very unlikely.

The FDIC lists NO institution with the name Atlantic Trust Company Bank.

The FDIC certificate number corresponds to the Atlantic Trust Company, National Association.
The FDIC lists NO website.

As of the June 30 call report, the FDIC lists deposits at the bank of $ 502,000.  The assertion that
they received $ 11.4 million in grants to have approximately $ 0.5 million in deposits is laughable.

The website hillsinvest.com was registered on 03/31/2016.  It is hosted by GoDaddy.com
on a shared server (which is very very unusual for any financial institution).

The website atlantictcbank.com was registered on 07/19/2016.  It is hosted by GoDaddy.com
on a shared server (which is very very unusual for any financial institution).

The few press releases for Hills Invest are all from 2016.  All are humor pieces.
Read these two items which seem "unprofessional" for a financial institution.

On April 1, 2016, (April fools' day) they are a division of HB Trust Company.
