What Are The Implications Of A 1 Year Brokered CD Rate Lower Than A 1 Year Treasury Rate?

Just looked at Vanguard. 1 year brokered CD of 2.55% vs. 1 year Treasury rate of 2.59%. I am wondering what you think the economic implications of this are. Are banks nervous? It seems brokered CD's normally pay more than Treasury rates due to the state tax advantage of treasuries, but not here.
