It's not common. I would be tempted to explore other options before accepting this kind of requirement. I would be tempted to inquire as to whether all potential New accounts are required to do this And why.

I have never heard of this unless you are letting the bank transfer your account through a switch process. I would rater just close the account and open a new one. There is no reason for them to have that. I feel the credit checks and certain institutions is also not necessary. But i was told they need to see you you own taxes or child support or any outstanding debts that would have the ability to garnish your account. So that may actually make some sense.
