Index Funds are a pretty broad category, as there are hundreds of different index funds out there to chose from and they don't all perform the same. From a quick google, in general, they seem to have an average annualized return over the past decade of somewhere in the 6% to 8% range, depending on the index. The top 20 best returning index funds, however, averaged in the 13% to 19% range for that time period.

For the past decade, CD rates have been fairly low (average of less than 3% for most of that time).
