Who Decides The Top Answer On Forum Responses?

Notice the top answer entry for some? Notice the fewer deletions? It's the editor in chief..not the votes from the ....does this look like...?

It really is the number of votes that is the criteria (regardless of whether it's that number of individuals or one individual exploiting the system via multiple sock puppet votes). Obviously, if the "top vote getting" post gets deleted, then the next top vote getter would be the top answer (so, only in that sense, does the editor in chief get the ultimate vote in the matter).
As far as I know, it's only the top level posts that are in contention for top answer status, posts hanging off those posts aren't a factor, even if they garner more votes than the post they're responding to.

Also keep in mind, it's first past the post. If you see two top level answers with the same number of votes, it's the answer that got that number first that gets to be "top answer", if the other answer were to get one more vote, then it would become the new "top answer".
