Hard to know what you're writing about, since you don't provide a CUSIP number, and don't tell us where you saw what you posted.

I suspect you are referring to the auction of a 12-day (not two-week) cash management bill, CUSIP Number 912796Y78. See https://www.treasurydirect.gov/instit/annceresult/press/preanre/2023/A_20230209_4.pdf

It was fidelity and it shows 2-28 as the maturity date
The above was a copy & paste- I did not make up or change numbers

It is no longer listed as I guess the cutoff time is 9am or something

Closing time for noncompetitive bids on the 12-day cash management bill was 11AM Eastern Time, as per the Treasury Offering Announcement.

For people who choose to participate in the auction by using a brokerage, an earlier closing time is generally set by the brokerage.

Yes, I saw that too and was just as surprised. Same feeling when I first saw the 17-week Bills few months ago.

All T-Bills (up to 1 year maturity at issuance are zero coupon by definition. 2 -10 year issuances are T-Notes which do carry a coupon as do 20-30 year T-Bonds) They are purchased at a discount and mature at par. T-bills do not pay a coupon. The price or value per face amount purchased determines the yield when they mature, which is 100.00 (ie. buy at 96 and sell at 100 is roughly 4/99 (others can provide the technical/actual formula or coupon equivalent) or 4.04% annually.)
If purchased/sold in the secondary market (through a broker), it is similar though you will probably sell below the 100.00 matured value.
