Can A Bank Return My ACH PULL From An External Account When The Bank Holds My Funds?

My external account charged me uncollected fee when the bank does have the amount of fund but not yet made it available.

Unfortunately, that is a longstanding practice of banks that has been complained about for years. Banks will play games with even the order in which they process deposits and withdrawals, to try to bounce as many of your checks as they can and impose a fee on each bounce.

Anything on hold is just that: on hold. You can't get around a hold, other than requesting them to take the hold off.
