What Criteria Do You Use In Selecting A FI For A CD Based On Health Rating

I am planning on building a 2 or 3 year CD ladder with all CDs under the FDIC or NCUA 250K insured limits.

My concern is that if a bank goes insolvent the CDs my be closed and I would have to obtain new CDs at a potentially lower return.

Also, are there other sources for checking health ratings other than here at DA.
