MACU (Mountain America CU) has add-on CDs.
All-In CU still has one 12 mo add-on at 4.9% if it hasn't changed, but it's only for a year.
I've seen other short-term add-ons at other places from time to time but nothing that made me want to open them, usually lower rates and shorter terms.
MACU above has add-ons in all lengths up to 5yrs. Rates not super high but not too bad (5.25% for 1yr, 4.25% for 5 years if it hasn't changed, various rates in between), might be worth a look if you're worried about rates dropping. They require a small monthly contribution of at least $10, easy to set up automated. Note that you can open as many of these add-ons as you want with MACU but that the total amount cannot ever exceed 100k max combined for all of them, if it does then you can no longer add on any more funds and it/they become normal CD(s). So all together there's a 100k max at MACU for their add-on products.
For a while NavyFed offered an 18mo 4.7% Add-On with no max and one no penalty withdrawal even to close it out, but they stopped that in early June. Now their add-on is not worth it, something like a 3k max if I remember right. Not worth the bother.
NOTE: That link above from Lukeratechaser is good, but is wrong about some important info. It says "unlimited deposits" for MACU. That's not true. It's unlimited only up to 100k total combined for all your add-ons, after that you cannot add any more.
