I just got a notice from Pacific Transportation Federal Credit Union, which has four branches only in California, that it is blocking use of its Mastercard debit card in Texas, citing widespread fraud. It notes this will include any automatic payments that originate in Texas. It says it is setting up a different payment option:

IMPORTANT INFORMATION REGARDING YOUR MASTERCARD DEBIT CARD:   ****The Credit Union has temporarily blocked the State of Texas due to a high volume of fraudulent activity**** ****If you have a monthly automatic payment originating from the State of Texas with your debit card, please contact the Credit Union to set up a different payment option****
