USAA FSB Putting 7 Day Holds On ACH Transfers Over 2500.00

I have been a USAA member for more than 40 years and have never had the following issue occur before this year. In May, I initiated a 3600.00 ACH transfer from the USAA website, transferring funds from my AMEX savings account to my USAA checking account. In the past, funds up USAA's daily transfer limit of 5000.00 were always immediately available. In this case, USAA made the first 2500.00 available immediately, but placed a 7 day hold on the additional 1100.00. Fortunately I have a contact in the USAA executive offices who was able to get the hold immediately released. However, he was stumped about why the hold had occurred to begin with, especially since it was not a mobile app transfer. He suggested keeping at least a couple hundred dollars in my USAA checking account at all times (which I have done). However, this morning, when I was about to do a similar transfer--it was again going to place the amount over 2500.00 on hold. I have of course developed work-arounds since the first occurrence (setting up external transfer option and bill pay options with my local bank) which allows me to keep my ACH transfers to USAA below 2500.00. But I would still like to know why this is happening, especially since I have the highest possible credit rating and no history of insufficient funds with my USAA accounts. I am especially interested in insights from our DA readers who have experience/expertise in such banking matters--since even my USAA exec contact is perplexed. Thanks!
