4.14% 7-Month CD at a Tennessee Bank (Oakland Deposit)

Oakland Deposit Bank is advertising a special 4.14% APY 7-month CD. The minimum deposit is $1,000, and new money is required. This special doesn't seem to be listed at the bank's website. It was advertised in last Friday's Memphis newspaper. The ad is available online here.
It appears to require a branch visit to open an account. Branches are located in Oakland, Arlington and Somerville, TN.
It has some pretty good financial ratings: 4-star rating (excellent) at BauerFinancial and a 3-star rating (performing) at Bankrate.com. Both are based on 3/31/08 data. The bank has been FDIC insured since 1934 (FDIC Certificate # 10320).
