2.90% 13-Month CD and Other Competitive CD Rates at First Florida Credit Union

First Florida Credit Union is offering four competitive certificate specials: 2.25% APY for 5 months, 2.90% APY for 13 months, 3.00% APY for 22 months and 3.25% APY for 45 months. Minimum deposit is $1,000. These rates are listed at the bottom of the credit union's rate table as of 3/19/09.
Membership is open to anyone who lives or works in the following Florida counties: Baker, Broward, Clay, Duval, Flagler, Leon, Orange, Hillsborough, Miami-Dade, Nassau, Seminole or St. Johns. Please see the credit union's About Us Page for more info.
Branches are located in the Florida cities of Jacksonville, Tallahassee, Orlando, Miami and Pembroke Park.
First Florida Credit Union has some decent financial ratings for soundness: 5 stars (superior) at BauerFinancial (based on 12/31/08 data) and 3 stars (performing) at Bankrate.com (based on 9/30/08 data). The credit union is federally insured by the NCUA (Charter # 61170).

I have been researching Credit Unions trying to find a way to get higher CD rates. However, I find that they seem to have harsher early withdrawal penalties than even banks. Is this the norm for them? Are there other problems I should be aware of when dealing with them for CDs? Thanks!

Based on what I've seen, on average I would say credit unions have smaller early withdrawal penalties than banks.
Some examples: 90 to 180 day penalties:
