Navigant Credit Union is offering a special 3.00% APY 6-month CD. Minimum deposit is $500. This rate is listed in the credit union's rate table as of 1/25/09.

I can't find the details of membership eligibility. Some general information is described in the credit union's Our Members Page:

Members come from all over Rhode Island and South Eastern Massachusetts; however, a Navigant Credit Union membership is not limited to any specific geographic area. If you wish to become a member call 401-233-4700 or stop into one of our locations for more information.

Branches are located in the Rhode Island cities of Central Falls, Cumberland, Lincoln, Pawtucket, East Providence, Smithfield and Woonsocket.

The credit union is federally insured by the NCUA (Charter # 62882).
