Are There Any Good Deals On Certificates Of Deposits In Foreign Banks?

I am out there hunting for good deals. I have no experience with foreign banks and need to know if anyone can steer me to a good deal on CDs in foreign banks. Also, what type of insurance would a U.S. Citizen be covered under with any given foreign bank. Any information will be appreciated.
