HAPO Community Credit Union has two very competitive long-term CD and IRA CD rates. These are 2.20% APY for the 5-year term and 2.10% APY for the 4-year term. Minimum deposit is $5,000. These rates are listed in the credit union's certificate rates page as of 7/5/2012.
My last report on this credit union in 2011 when it was offering competitive short-term CD rates, but those rates are much less competitive today.
Under the CD rate table, the credit union lists many of the CD features. One nice feature is a mild early withdrawal penalty. For CD terms of 2 years and longer, the penalty is only 120 days of interest.
Like many Washington State credit unions, membership is open to anyone in the state. As described in the credit union's membership page:

Membership requires a minimum balance of $5 in the savings account.
